The Centers for Medicare and Medicaid (CMS) announced this week that the deadline for primary care practices to authorize a survey vendor for the Primary Care First (PCF) Patient Experience of Care Survey (PECS) has been extended to July 15, 2021. The original deadline for authorizing a survey vendor was June 30.
What primary care practices are affected?
PCF-PECS is required for primary care practices participating in the Primary Care First program as part of their performance-based adjustment. Groups that fail to authorize a survey vendor before the deadline will be awarded zero points for this year’s PECS score. Additionally, these groups will not meet the Quality Gateway for this performance year.

What is PCF-PECS?
2021 is the inaugural year of the Primary Care First program. According to CMS, the program was designed to enhance quality of care, improve patient experience of care, and reduce the cost of care provided. Primary care practices participating in the Primary Care First program may receive additional revenue based on their performance.
With the goal of accurately measuring performance, CMS designed a set of clinical quality and patient experience measures to assess quality of care. One of the most important quality measures is the Patient Experience of Care Survey, which analyzes patient reported experience of care.
